Bluefield
Elks Lodge #269 proudly announces that Jackie W. Barlow was elected as Vice President of the Southern District of the West
Virginia Elks Association at the State Elks Convention in April 2011. Jackie has been a member of the Bluefield Elks since February 1982. He has diligently and with honor served in many official
capacities, including Inner Guard, Chaplain, Leading Knight, Lecturing Knight, and as Exalted Ruler for two terms; also, he
has served as the Secretary of the Passed Exalted Ruler Association and also Lodge Safety/Risk Management Chairman and as
Chairman of the Lodge Board of Trustees. Jackie has also served in many capacities in the West Virginia State Elks Association.
He is Co-Chairman of the Southern District Elks National Foundation Committee and in 2001 he became the State Drug Awareness
Chairman. In 2007 the organization, PRIDE, made him the Elks State Drug Awareness Chairman with National Recognition. During the first three years as the Drug Awareness Chairman thanks to his diligent
and persistent dedication to that position he was responsible for helping the State obtain two Drug Awareness Trailers. Jackie
also served the West Virginia State Elks Association as State Chaplain/2000-2001, State Tiler/2006-2007
and State PER Association Trustee/2009-2011. From 2004-2005 he served as Esquire to the District Deputy Grand Exalted Ruler
and served as District Deputy Grand Exalted Ruler for the lodge year 2005-2006.
The
last State President from Bluefield Elks Lodge 269 was the Honorable Dr. Robert R. Stevens who
served in 2000-2001. Prior to Dr. Stevens, Cecil Bond 1943, E.M. Kincaid, 1927, John Kee, 1924, James McDowell, 1916 and Max
G.Warren, 1911. The only other District Deputies representing Bluefield Lodge were
Redford Murphy and Alan Light.
Jackie
is married to his wife Brenda, who is also an Elk, they have two sons, Jackie Wayne II, PER from Hanover Elks Lodge in Hanover
, Pa. and currently living in West Minster Maryland, and David Heath Barlow, Bluefield, along with eight grandchildren.
At
present Jackie serves this lodge as Chaplain. He also helps with lodge projects, such as 9-11 First Responders Program, Super Bowl Party, Handicapped Children Camp, Christmas Angel Tree Project, and mid-summer
swim party and cook out for dis-advantaged children. He is looking forward serving our State as President of the Elks Association
in two years.
